Scott Blackburn is the Research Director at the Institute for Free Speech. His research focuses on the intersection and interplay between privacy and free speech rights, particularly in the political speech context. Scott has worked in policy research for over eight years – studying the effect of campaign finance laws and regulations, disclosure mandates, and internet speech rules.

Scott’s writing has appeared in numerous publications, including The Wall Street Journal, USA Today, and the New York Post. He is also the author of The Free Speech Index – a expansive guide to laws impacting political speech in the 50 states. He Holds a B.A. in political science from the University of Pennsylvania.
