Staff review of this legislation finds that it is aligned with our principles and merits support.

Over 90 percent of all vehicle crashes are from human error, and autonomous vehicles present an opportunity to drastically reduce that tragic statistic.

Utah law has previously been silent about whether or not these vehicles are allowed on Utah’s roadways. To eliminate the confusion on the issue, Representative Robert Spendlove is sponsoring House Bill 101.

HB 101 sets up the legal infrastructure by which a non-human may operate a vehicle on Utah’s roadways, focusing on current levels of human-assisted driving in which the person must still be engaged in the process and paying attention.

This is an important step in the direction of freeing up the market for future technologies that can save lives, increase efficiency, and expand economic opportunity in Utah.
